Set Instant Pot to "saute" function and add the ghee. Once melted, add in the ground beef and stir 3-5 minutes until browned and cooked through. Add in garlic and onion and saute for an additional 1-2 minutes.
Hit the "cancel/warm" button and add in the remaining ingredients. Stir well to combine. Set the pot to "manual" high pressure for 10 minutes, then quick release when done. You can let it slow release, but just know the cabbage will get pretty soft the longer you let it sit! Stir well and add more salt/pepper to taste. Enjoy!
